编者按 11月17日晚19:00 -20:30，清华大学应急管理研究基地将与北京大学政府管理学院联合举办第94期学术沙龙暨北大2025政管国际论坛系列讲座。 主讲人简介 Jungwon Yeo博士系马里兰大学巴尔的摩县分校（UMBC）灾害医学与应急管理系副教授，同时兼任该系研究生项目主任。研究主要致力于通过剖析政府机构、非营利组织、私营机构以及公民社会之间的协作关系，以增强人类安全保障与社区韧性。此外，她还深入探究行为、问责、风险、沟通、伦理、领导力以及多元公平与包容（DEI）等要素在危机时期和常态时期对公共服务供给的影响。 Yeo教授担任《Natural Hazards Review》与《International Journal of Public Sector Management》期刊副主编一职。她当选为国际行政院校联合会（IASIA）管理理事会理事，同时出任美国公共行政学会（APSA）国际比较管理分会候任主席，并兼任该学会应急与危机管理分会以及韩国公共行政分会理事。曾在中国、立陶宛和韩国的多所高校及研究机构担任访问教授与研究员。 Jungwon Yeo, Ph.D., is an Associate Professor and Graduate Program Director in the Department of Emergency and Disaster Health Systems at the University of Maryland, Baltimore County (UMBC). Her research centers on enhancing human security and community resilience by examining collaboration among government agencies, nonprofit and private organizations, and civil society. 讲座主题 本次讲座旨在为当前提升灾害韧性的研究与实践提供批判性的分析视角，从而推动该领域研究的深入发展。在传统的灾害及危机研究范畴内，以“脆弱性”为核心的研究范式不仅存在显著局限性，并且在实践过程中引发了诸多始料未及的负面效应。鉴于此，本讲座倡议学界与实务界应转向新的思维路径，即重视受灾社区的内在价值，更要通过赋能来激活其潜在的发展能力。尽管这些社区常常被片面地界定为“脆弱”或“无能”，但实际上，它们蕴含着丰富的资源与实践能力，能够为应对灾害韧性战略的制定与实施提供关键支持。因此，为了充分激发社区在危机管理研究与实践中的核心潜力，需要整合“资源导向模式”（asset - based approach）与“协同共创模式”（co - creation approach）两种具有互补性的理论框架，并深入探究在实践层面采用与落实两种框架可能遭遇的现实挑战。 This presentation offers a critical perspective aimed at strengthening current research and practical efforts in building crisis resilience. It challenges the traditional vulnerability-focused approach by highlighting its unintended consequences and advocating for a shift toward recognizing and empowering crisis-affected communities. While these communities are often dismissed as merely "vulnerable" or "incapable," the presentation emphasizes their significant assets and capabilities that can enhance resilience strategies. To harness the power of communities in crisis management research and practice, it proposes integrating two complementary frameworks—the asset-based approach and the co-creation approach—and discusses the foreseeable challenges in adopting these frameworks.
