内容摘要:突然发生的波士顿(2013)和巴黎(2015)恐怖袭击对应急响应各参与方提出了严峻的挑战,包括警方调查、特警部队、消防员、应急救援小组、护理人员、医疗急救小组和军队。基于对这两个城市应急响应参与者和领导者的访谈,Howitt博士将会揭示应急准备中的经验和教训,以及其他城市应该从这两起恐怖袭击事件中吸取的教训。
主讲人介绍: Arnold M. Howitt 博士是哈佛大学肯尼迪学艾什(Ash)民主治理与创新研究中心的执行主任,负责高层培训和研究项目。他也是艾什(Ash)中心和陶伯曼(Taubman)中心联合资助的州与地方政府研究项目“危机领导力”的联合主任。Howitt 博士的研究关注公共管理和府际政策工具,尤其是应急准备与灾害管理。他也为联邦、州和地方公共机构提供范围广泛的研究和咨询。他也曾在国家和州层面的咨询机构中任职。

Abstract: The “no notice” terrorist attacks that struck Boston in 2013 and Paris in 2015 posed severe challenges for emergency response leaders and teams, including police investigative and SWAT units, firefighters, EMTs and paramedics, hospital trauma teams, and military units. Based on extensive interviews with leaders of these responders in both cities, Dr. Howitt will present suggest lessons about preparing for and implementing response that may prove useful to other cities subject to similar attacks by terrorist groups.
Bio: Arnold M. Howitt is Executive Director of the Roy and Lila Ash Center for Democratic Governance and Innovation at HKS, with responsibility for its executive education and research programs. He also co-directs the Program on Crisis Leadership, jointly sponsored by the Ash Center and the Taubman Center for State and Local Government. Dr. Howitt's research focuses on public management and intergovernmental policy implementation, particularly emergency preparedness and disaster management. He has conducted research or consulted for public agencies at the federal, state, and local levels, as well as lecturing widely on these subjects. He has served on a number of national and state advisory panels.
