内容摘要


   

      并非所有的危机决策都必须在几乎瞬间做出。即使在压力重重的情况下,也可能有时间用来反思和考虑替代方案。此外,领导者可能有时间与团队成员进行磋商,获得关于如何应对危机的建议和想法,并共同评估和决定行动方案。本场讲座将通过对美国航天局NASA在哥伦比亚号航天飞机隔热板受损时的决策以及航天飞机重返大气层时的悲剧性后果的分析考察,来探讨这一议题。哥伦比亚号航天飞机失事事件引起了对危机情境下一系列重要问题的思考:什么样的团队协商和决策过程是有效的?领导者是否应该或者该如何管理这一过程?

      AbstractNot all crisis decisions must be made near-instantaneously. Even when there are severe pressures, there may be time for reflection and consideration of alternatives. Leaders, moreover, may have time for consultation with members of their team, getting advice and ideas about how to confront the crisis and collaboratively assessing and deciding upon a course of action. This session will address this general issue through an examination of the American space agency NASA’s decision making in the face of damage to the Space Shuttle Columbia’s heat shielding – and the tragic consequences when it re-entered the atmosphere. It raises important questions about effective and less effective methods of group consultation and decision making – and the ways in which leaders should or should not manage that process.


主讲人介绍


 

      Arnold Howitt教授是哈佛大学肯尼迪政府学院危机领导力项目的创始人和联合主任,并兼任清华大学苏世民学院的访问讲席教授。他的研究领域为应急准备、应急响应,以及灾后恢复与重建。他曾在中国、日本、韩国、越南、尼泊尔、孟加拉国、新加坡、印度尼西亚、墨西哥、法国、加拿大等地开展教学和研究活动。在哈佛肯尼迪学院,Howitt教授广泛从事针对美国和其他国家高级官员的高管教育,其中包括专门针对中国中央政府、北京市和上海市政府以及其他地方政府官员的项目。Howitt教授的主要著作有《Public Health Preparedness》、《Natural Disaster Management in the Asia-Pacific》、《Managing Crises: Responding to Large-Scale Emergencies》和《Countering Terrorism: Dimensions of Preparedness》。Howitt教授在哥伦比亚大学获得学士学位,在哈佛大学获得政治学硕士和博士学位。自1976年以来,一直在哈佛大学执教及担任行政职务。

      Arnold M. Howitt is the Founder and Co-Director of the Program on Crisis Leadership at the John F. Kennedy School of Government (HKS), Harvard University. He also serves annually part-time as Distinguished Visiting Professor at Schwarzman College, Tsinghua University. His research focuses on emergency preparedness, response, and disaster recovery. Internationally, he has taught or conducted research in China, Japan, Korea, Vietnam, Nepal, Bangladesh, Singapore, Indonesia, Mexico, France, and Canada.  At HKS, Dr. Howitt works extensively in executive education for senior officials from the United States and other countries, which has included programs specifically for Chinese officials from the central government, Beijing and Shanghai municipal governments,and other subnational jurisdictions. Among other writing, Dr. Howitt is co-author/editor of Public Health Preparedness; Natural Disaster Management in the Asia-Pacific; Managing Crises: Responding to Large-Scale Emer­gencies; and Count­ering Ter­ror­ism: Dimen­sions of Prepar­ed­ness. Dr. Howitt earned his B.A. degree at Columbia University and M.A. and Ph.D. degrees in political science at Harvard University. He has been a faculty member and administrator at Harvard University since 1976.
